EnCompass LLC is a small, women-owned consulting firm based in the Washington, DC area. Since 1999 EnCompass has worked in the United States and internationally with government, international organizations, and in the non-profit and private sectors. EnCompass provides a core group of services including management, leadership and organization development, training and facilitation, knowledge management and e-learning, and research and evaluation. EnCompass has extensive experience in structuring and implementing evaluations projects throughout Africa, Asia, Latin America, Eastern Europe and the United States. We have supported work in multiple sectors including organization development, HIV/AIDS, health, human capacity building, education, administrative and financial management, and community and urban development. Clients include international and national organizations, such as USAID, the World Bank, UN agencies, and the Corporation for National and Community Service. We also partner with collaborating organizations, such as the University Research Co., LLC, to support the implementation of large-scale projects in the areas of health quality improvement and monitoring and evaluation.
EnCompass supported URC in the USAID Quality Assurance/Workforce Development Project by designing and implementing an evaluation of an innovative quality improvement methodology called “improvement collaboratives”—an approach to quality improvement in healthcare delivery worldwide. The evaluation team conducted field visits in Russia, Tanzania, Uganda, Niger, Nicaragua, and Ecuador. In the field, evaluators used appreciative interview guides and record review to verify data reported through each collaborative. Throughout the project, the role of the evaluation team was to help project staff share good practices, learn from each other, and discover common ground in and document the emerging collaboratives model (e.g., monitoring, validation of results, cost effectiveness, teamwork, etc.).
For the USAID Health Care Improvement (HCI) Project, EnCompass supports program evaluation, e-learning and facilitation. Specifically, EnCompass is responsible for the design and implementation of a number of field-based studies for assessing and improving the cost-effectiveness of specific quality improvement approaches and methodologies being used by improvement collaboratives. EnCompass is also developing an e-Learning program on Quality Improvement in programs serving Orphans and Vulnerable Children (OVC), support OVC program managers and implementing partners in implementing quality improvement activities at the service delivery level. Finally, EnCompass also provides facilitation of project meetings.
