Improving the Prevention of Mother-to-Child Transmission of HIV in South Africa | Publications

With more people living with HIV than in any other country in the world, South Africa has made noteworthy progress in improving services to prevent mother-to-child transmission (PMTCT) of HIV.The nation has achieved almost 90% PMTCT treatment coverage of HIV-positive pregnant women, which has drastically reduced transmission to HIV-exposed infants (UNAIDS Global Report 2010).

Since 2007, the USAID Health Care Improvement Project (HCI) has provided technical support in South Africa to build quality improvement (QI) systems at the national, provincial, district, facility and community levels to improve the quality of HIV prevention, as well as care and treatment services. At the national level, HCI provides support to the National Department of Health (DOH) to incorporate QI approaches into national HIV strategies and guidelines and mentorship and coaching support to provincial, district and facility level staff. In the provinces, HCI support focuses on integrating QI into strategic and operational plans at all levels of care and increasing the capacity of facilities to provide high quality PMTCT and other HIV services. This short report describes HCI's strategies used to improve PMTCT services in South Africa.

The authors aim to illustrate and share contextual changes that will enable more effective community-led HIV/AIDS management in an isolated area where people have little or no access to formal health or welfare support, and where HIV/AIDS is heavily stigmatized.

This manual, published by Institute for Democracy in South Africa (IDASA), aims to provide information for non-governmental organizations (NGOs) to develop and mobilize civil society¹s engagement with AIDS councils and build effective governance of the HIV/AIDS pandemic. The manual also stresses the importance of taking local context into consideration when the workshops are given. The authors aim is for this manual to not only be used by civil society but also by the AIDS councils themselves.

Moving Towards Best Practice: Documenting and Learning from Existing Community Health/Care Worker Programmes | Community Resource

This study sought to identify best practices in deployment of community health and care workers (CHWs and CCWs). Studies conducted in each of South Africa’s 9 provinces assessed the extent to which CHW deployment has addressed important health priorities; documented success stories and lessons; and developed an understanding of the range of ways that CHW programs have evolved in the country.

Eighteen CHW programs and eleven relevant articles were included. It identifies key components of successful CHWs programs, reviews past successes and failures of CHW program implementation and summarizes important lessons learned.

Supervision of community peer counsellors for infant feeding in South Africa: an exploratory qualitative study | Community Resource

This paper reports on a qualitative study of the experiences of three CHW supervisors who were responsible for supporting infant feeding peer counselors in three diverse settings in South Africa. This study highlights the need to pay attention to the experiences of supervisors in order to better understand the components and complexities of supervision in the field. Such understanding can enhance future policy making, planning and implementation of peer CHW programs.

Improving the Quality of Care | Community Resource

This tool describes a quality assurance process for ensuring that TB, HIV, and dual-infected clients are provided with quality of care. The approach relies on observation, use of scorable supervisory checklists to assess performance and instructions for addressing low-scoring tasks. Summary data informs improvement actions. Reports are submitted to the local health authorities. The tools are used by community care workers, their team leaders, and their supervisors. Insights from a National Health Care Quality Improvement Strategy Meeting | Kampala, Uganda, March 21-22, 2011 | Publications

The Uganda Ministry of Health (MoH) Quality Improvement Strategy Meeting was convened in Kampala, Uganda, on March 21–22, 2011. The meeting provided a forum for various departments within the MoH, selected partners, and international improvement experts to share experiences, clarify the role of Government partners, and discuss lessons learned from implementing health care quality improvement initiatives at national and local levels. The MoH Quality Assurance Department (QAD) together with the United States Agency for International Development Health Care Improvement Project (HCI) organized and supported this meeting.

Dr. Henry Mwebesa, Commissioner of QAD, chaired the meeting. Dr. M. Rashad Massoud, Director of HCI and Senior Vice President of the Quality & Performance Institute, University Research Co., LLC, designed and facilitated for the meeting.

Throughout the two days, participants shared their experiences with quality improvement (QI) efforts across multiple levels of the health sector, identified challenges and interventions while implementing QI, and made recommendations for harmonizing and sustaining QI efforts in Uganda. Examples discussed were from Uganda, Afghanistan, Sweden, Niger, South Africa, Ethiopia, Russia, and Palestine.

This includes CHWs' integration into a national public works program and the use of non-governmental organizations as intermediaries.
